1. Can I apply to UNIST if I have no English certificates yet but I will have it probably after graduation from my school I mean 24th of May ? 2. if it is possible, where should I send my documents to Korea or to your counsels in Kazakhstan?ㅍ

You can apply even you don't have English certificate. It's just supplementary documenet, not required. So, You don't need to send that document.
